For the audience development plan it is necessary to find out: who the target audience is, which are the challenges to address, which aims to apply, which would be the project scope. This reflection, of course, is hard for cultural institution like archives. The archives suffer a difference with others heritage places like museums and archeologic sites, they lack the immediate appeal and the immediate symbolic value for general public. Whatever plan about audience engagement needs to deal with these barriers and to the way of bypassing them.
So it is necessary to ask few questions:
· Are all the heritage sites levers of community life?
· Are also the archives contributors to community development?
· Are the archives bridging the gap and contributing to globalization of democratic values?
